Abstract: The paper reports a field experiment using email
        and computer conferencing to support a task force
        writing retirement policy. The study shows that
        computer-based communication can empower otherwise
        isolated people by providing them with the resources
        need to accomplish their tasks, including access to
        information and other people. Barriers to social
        interaction are reduced, and leadership roles
        broadened.
