Abstract: This paper explores the question of empowerment
        through computerization by looking at common
        problems of computer use in the context of office
        group work. In particular it examines the
        difficulties that secretaries confront when
        attempting to master desktop computing and the
        cooperative solutions they have developed to
        overcome them. Based on the findings, the paper
        outlines proposals for the design and implementation
        of CSCW applications intended to enhance the power
        of clerks and secretaries, office workers who are
        relatively resource-weak.
